Fire regulations are constantly evolving, but the attention paid to temporary and mobile construction sites does not seem to be adequate and in step with the need for prevention and protection in the construction sector, which includes relatively simple or, on the contrary, extremely complex contexts. Both conceal possible organizational and operational criticalities to which the regulatory instruments do not provide sufficient answers.
In this scenario, in the absence of an incisive legislative framework and specific provisions, the activity of the Supervisory Bodies is difficult and not very thorough, except in the case of sensational events.
The “construction site” is not included in Annex I of Presidential Decree 151 of 2011 and therefore is not subject to fire prevention controls; it is also not classifiable as a “workplace” (art. 62 Legislative Decree 81/08), therefore the indications of art. 46 of the Consolidated Law and for the same reason those of the “mini code” Ministerial Decree of 3 September 2021.
However, it is undeniable that the fire risk in construction site activities is real and concrete and linked both to the processes, equipment, substances and materials used, and to the conformation and nature of the places in which they are carried out. So how to proceed?
The meeting aims to highlight the critical issues and prospects both in the approach to supervision and in the assessment of fire risk in construction sites, with a view to concrete and effective compliance.
